Regional Early Action Planning Grant Programs

Regional Early Action Planning is a state of California funded grant program to help regions and jurisdictions with planning activities to meet the sixth cycle of the Regional Housing Needs Allocation (RHNA) and accelerate affordable housing production.

REAP 1.0

Assembly Bill (AB) 101 established the REAP 1.0 grant program to accelerate housing production and facilitate compliance in implementing the sixth cycle of the RHNA in response to the state’s housing crisis.

REAP provides one-time grant funding to regional governments and multiagency working groups.

The San Joaquin Valley region, consisting of Fresno, Kern, Kings, Madera, Merced, San Joaquin, Stanislaus, and Tulare counties, convened to create a multiagency working group called the San Joaquin Valley (SJV) REAP Committee, which is eligible for up to $18.975 million in funding. The REAP 1.0 funds can be used for technical assistance, establishing housing trust funds, RHNA/Housing Element planning, infrastructure planning, feasibility studies, staffing and consulting needs, and other eligible uses.

REAP 2.0

REAP 2.0 was established as a part of state AB 140 for the fiscal year 2021-22 budget and provides funding to Metropolitan Planning Organizations to develop a program that addresses housing and climate goals. REAP 2.0 is being administered by HCD, in collaboration with the Governor’s Office of Planning and Research (OPR), the Strategic Growth Council (SGC), and the California Air Resources Board (CARB).

The REAP 2.0 program focuses on integrating housing and climate goals and allowing for broader planning and implementation investments, including infrastructure. REAP 2.0 seeks to accelerate infill housing development, reduce Vehicle Miles Traveled (VMT), increase housing supply at all affordability levels, affirmatively further fair housing, and facilitate the implementation of adopted regional and local plans to achieve these goals.

StanCOG is developing an application for REAP 2.0, which funds projects to address the need for more affordable housing and to achieve the reduction of greenhouse gases.

To support the development of the application, StanCOG is gathering input on what housing and transportation needs, challenges, or opportunities exist in the Stanislaus region.


REAP 2.0 Program Framework

StanCOG released the English version of Draft Regional Early Action Planning (REAP 2.0) Program Framework on November 17, 2022, for a 21-day public review and comment period. The English Version of the Draft REAP 2.0 Framework is available for public review from November 17, 2022, to 5 PM on December 8, 2022.
