The Stanislaus Council of Governments (StanCOG) is the designated Metropolitan Planning Organization (MPO) for Stanislaus County in the San Joaquin Valley, and is responsible for regional transportation planning. As a result of this designation, StanCOG prepares the Regional Transportation Plan (RTP), The (Federal) Transportation Improvement Program (FTIP), and associated conformity analyses.
The Clean Air Act Section 176(c) (42 USC. 7506(c)) and U.S. Environmental Protection Agency (EPA) transportation conformity regulations (40 CFR 93 Subpart A) require that each new RTP and FTIP be demonstrated to conform to the State Implementation Plan (SIP) before the RTP and TIP are approved by the MPO or accepted by the U.S. Department of Transportation (DOT). The 2014 Final Conformity Analysis demonstrates that the criteria specified in the transportation conformity regulations for a conformity determination are satisfied by the 2015 FTIP and 2014 RTP; a finding of conformity is therefore supported. The 2014 RTP and 2015 FTIP and corresponding Conformity Analysis were approved by the StanCOG Policy Board on June 18, 2014.
