The Non-Motorized Transportation Plan has been prepared as a countywide document, but is also intended to guide efforts to improve bicycling and walking conditions at the local level in the various communities of Stanislaus County. The Plan integrates the results of the County and local general plans, the regional transportation plan and previous bicycle planning efforts. The Plan also represents the County's first comprehensive pedestrian planning effort.

Traffic congestion is a growing problem in Stanislaus County. Managing traffic is a key strategy for the growing communities of the County to ensure they maintain their rural nature and community character. This Plan is one of many steps being taken to provide for alternative modes and addressing future traffic congestion in the County by the development of an efficient and coordinated transportation system.
